Polls open at 7 a.m. and close at 7 p.m. local time (Tex. Elec. Code § 41.031(a)); voters inside or in line at 7 p.m. may still vote (§ 41.032). Most of Texas is on Central time (7 p.m. CST = 01:00 UTC on 4 Nov); El Paso and Hudspeth counties are on Mountain time, so the last polls close at 7 p.m. MST = 02:00 UTC on 4 Nov. Unofficial results are posted on the SoS results site as counties report. The window closes at 6:00 a.m. CST on 4 Nov: an estimate of when the overnight count stops moving, not a published time. Late domestic mail ballots postmarked by 7 p.m. on election day are accepted until 5 p.m. on 4 Nov (§ 86.007(a)(2)), and overseas and military ballots until 9 Nov (§§ 86.007(d), 101.057(b); SoS 2026 calendar); these and provisional ballots are added later. All 38 seats are elected under the congressional plan enacted by the 89th Legislature, 2nd Called Session, in 2025 (PlanC2333), which the Texas Legislative Council lists as in effect for the 2026 elections; members elected under the previous plan (PlanC2193) serve until January 2027. A federal three-judge court enjoined PlanC2333 on 18 Nov 2025; the U.S. Supreme Court stayed that injunction on 4 Dec 2025 (Abbott v. LULAC, No. 25A608).

County canvass by each commissioners court (Tex. Elec. Code § 67.002). The local canvass is held "not later than the 11th day after election day and not earlier than the later of" the third day after election day, the day provisional ballots are counted, or the day timely overseas ballots are counted (§ 67.003(b)); for the November general election for state and county officers it "may be set not later than the 14th day after election day" (§ 67.003(c), § 65.051(a-1)) — Tuesday 17 Nov 2026 per the SoS 2026 Election Law Calendar. Because overseas and military ballots are accepted until 9 Nov, the window opens on 9 Nov. The county clerk certifies the county returns and delivers them to the Secretary of State within 24 hours of the local canvass (§ 67.007). The window closes at the end of 17 Nov, Mountain time (El Paso and Hudspeth counties).

State canvass: county returns for federal, statewide (other than governor and lieutenant governor) and district offices "shall be canvassed by the governor" (Tex. Elec. Code § 67.010(a)), at a time set by the Secretary of State "not earlier than the 18th or later than the 33rd day after election day" for the general election for state and county officers (§ 67.012(a)(2)); the SoS posts notice of the canvass at least 72 hours ahead (§ 67.012(b)). The SoS 2026 Election Law Calendar gives Saturday 21 Nov 2026 as the first day and Monday 7 Dec 2026 as the last (the 33rd day is a Sunday; §§ 1.006, 67.012); the window closes at the end of 7 Dec, Central time. The governor certifies the tabulations and issues certificates of election (§§ 67.013(d), 67.016(b)). The actual 2022 state-canvass date could not be confirmed from a state source, so no precedent date is given; for 2022 the same rule gave a window of Saturday 26 Nov to Monday 12 Dec 2022 ("The state canvass for the November 8, 2022 General Election must be held no earlier than the 18th day after election day (Saturday, November 26, 2022) and no later than the thirty-third day after election day (Monday, December 12, 2022 ...)", SoS Election Advisory 2022-33). Recounts: a candidate may petition when the margin to a winning candidate is "less than 10 percent of that candidate's number of votes" (§ 212.022(1)), by 5 p.m. of the third business day after the canvass is completed (§ 212.028(a)); a tie triggers an automatic recount (§ 2.002(i)). No contest-filing deadline is given here.

The governor's race is not part of the Governor's state canvass: county returns for governor "shall be canvassed by the legislature and the official result declared by the speaker of the house of representatives" (Tex. Elec. Code § 67.011(a)). Under Tex. Const. art. IV, § 3 the Speaker shall, "during the first week of the session of the Legislature, open and publish them in the presence of both Houses" and declare the winner. SoS Election Advisory 2022-33 restates the rule: "The county election returns for an election for the office of Governor or Lieutenant Governor are canvassed by the legislature and the official result declared by the speaker of the house of representatives in accordance with Article IV, Section 3, of the Texas Constitution." The legislature "shall convene at the seat of government in regular session at 12 noon on the second Tuesday in January of each odd-numbered year" (Tex. Gov't Code § 301.001): for the 90th Legislature, 12 Jan 2027; the window closes at the end of 19 Jan 2027, Central time, a day past the first week, to err late. The SoS also prepares a separate governor tabulation at the Governor's state canvass in Nov-Dec 2026 (§ 67.013(c)), which is not the official declaration. Precedent: the joint session canvassed the 8 Nov 2022 governor's race on 12 Jan 2023, the third day of the 88th Legislature, and the Speaker declared the result (Senate Journal, 88th Leg., R.S., 12 Jan 2023). A tie is decided by joint vote of both houses, and a contest by both houses in joint session (Tex. Const. art. IV, § 3; Tex. Elec. Code § 221.002(b)). Recount petitions follow § 212.022 and § 212.028.
