    The governor's race is not part of the Governor's state canvass: county returns for governor "shall be canvassed by the legislature and the official result declared by the speaker of the house of representatives" (Tex. Elec. Code § 67.011(a)). Under Tex. Const. art. IV, § 3 the Speaker shall, "during the first week of the session of the Legislature, open and publish them in the presence of both Houses" and declare the winner. SoS Election Advisory 2022-33 restates the rule: "The county election returns for an election for the office of Governor or Lieutenant Governor are canvassed by the legislature and the official result declared by the speaker of the house of representatives in accordance with Article IV, Section 3, of the Texas Constitution." The legislature "shall convene at the seat of government in regular session at 12 noon on the second Tuesday in January of each odd-numbered year" (Tex. Gov't Code § 301.001): for the 90th Legislature, 12 Jan 2027; the window closes at the end of 19 Jan 2027, Central time, a day past the first week, to err late.
