KST is UTC+9 with no daylight saving, so polls close 09:00 UTC. Precedent 2024 (polling day 10 Apr 2024): NEC said constituency winners would emerge around 02:00 KST on 11 Apr because hand checking was reintroduced, and that the proportional-representation count, which cannot use sorting machines, would end late at night or in the morning (Seoul Shinmun, 10 Apr 2024, quoting an NEC official); the national count stood at 97.93% at 04:28 KST with the PR count at 81.29% (Kyeonggi Ilbo, 11 Apr 2024, citing NEC), and press reported the PR count at 99.8% at 08:30 KST.
