Polls are open 06:00-18:00 KST (Public Official Election Act Art. 155(1)); ballot boxes then go to the 254 counting stations and counts are announced by voting district (Art. 178(3)). KST is UTC+9 with no daylight saving, so polls close 09:00 UTC. Precedent 2024 (polling day 10 Apr 2024): NEC said constituency winners would emerge around 02:00 KST on 11 Apr because hand checking was reintroduced, and that the proportional-representation count, which cannot use sorting machines, would end late at night or in the morning (Seoul Shinmun, 10 Apr 2024, quoting an NEC official); the national count stood at 97.93% at 04:28 KST with the PR count at 81.29% (Kyeonggi Ilbo, 11 Apr 2024, citing NEC), and press reported the PR count at 99.8% at 08:30 KST. Constituency winners are decided by each constituency election commission on the majority of valid votes (Art. 188(1)); the National Election Commission allocates the 46 proportional seats and its chairperson publicly announces the elected PR members (Art. 189(1), (7)). NEC's own briefing for 2024 (서면브리핑, 10 Apr 2024, nec.go.kr board cbIdx=1090 bcIdx=233039) says constituency winners are decided 'by the constituency commission meeting immediately after the count ends' and PR seats are 'calculated and allocated immediately after the count ends'. Precedent: 2024 the NEC's PR allocation was reported on Thu 11 Apr 2024, day 1 (Dailian 15:26 KST, 'according to the NEC'); 2020 the NEC plenary finalised the PR allocation on 16 Apr 2020, day 1 after the 15 Apr election (Hankyung, 16 Apr 2020).
