On 27 Feb 2028 Cyprus is on EET (UTC+2), so polls close 16:00 UTC. 2023 precedent: on 12 Feb 2023 official results with all votes counted were reported in the early evening and the winner was to be formally proclaimed at 18:00 GMT (VOA/Reuters, 12 Feb 2023). Precedent: the 2023 runoff winner was proclaimed on polling night, 12 Feb 2023 at 18:00 GMT (VOA/Reuters), and sworn in before the House on 28 Feb 2023 (Cyprus Mail). The opening (19:00 EET) is an ESTIMATED floor. The window closes at 11:00 EET on Monday 28 Feb 2028, the day the outgoing term ends and the House convenes for the investiture (Constitution art. 43(3); Ministry of the Interior 'Presidential Term of Office'), so the declaration cannot come later without the investiture slipping. Election petitions go to the court after the result, with no confirmation step, so there is no court-validation stage.
