    Law 37/1959 s.34(7): the candidate with more votes at the second poll 'shall be declared by the Returning Officer to be elected', after the count (s.34(6)) and any recount (s.34(8)); the name is published in the Gazette (s.36). Precedent: the 2023 runoff winner was proclaimed on polling night, 12 Feb 2023 at 18:00 GMT (VOA/Reuters), and sworn in before the House on 28 Feb 2023 (Cyprus Mail). The opening (19:00 EET) is an ESTIMATED floor. The window closes at 11:00 EET on Monday 28 Feb 2028, the day the outgoing term ends and the House convenes for the investiture (Constitution art. 43(3); Ministry of the Interior 'Presidential Term of Office'), so the declaration cannot come later without the investiture slipping. Election petitions go to the court after the result, with no confirmation step, so there is no court-validation stage.
