DATE (tentative, latest lawful Sunday): Constitution art. 60 and Electoral Law art. 18 ter require the election 'during the last three months of the parliamentary term'. The current Assembly held its inaugural sitting on 13 Mar 2023 (webdo.tn, Mar 2023, citing a presidential decree of 8 Mar 2023 convening it); reading the term as running from that sitting, it ends on 12 Mar 2028 and the window is about 13 Dec 2027 - 12 Mar 2028. Art. 102: polling on a public holiday or weekly rest day; Sunday 12 Mar 2028 is the last such day in the window. (If the term were counted from the final results of 25 Feb 2023, the latest Sunday would be 20 Feb 2028.) The ISIE sets the calendar by decision and the President convenes voters by decree at least three months ahead (arts. 18 ter, 101). This is the FIRST ROUND; in constituencies where no candidate wins an absolute majority, a second round is held within the two weeks after the final first-round results (art. 110; 2022-23: 17 Dec 2022 first round, 23 seats won in the first round per the final results on isie.tn, second round 29 Jan 2023). Constituency runoffs are not profiled separately. POLLS CLOSE: set by the convocation decree; 2022 precedent 08:00-18:00 (webdo.tn, Dec 2022). UTC+1 all year: 17:00 UTC. STAGE: the ISIE declares preliminary results, per constituency, 'within at most the three days following polling and the end of counting' (art. 144). 2022: announced on the evening of 19 Dec 2022, two days after polling (webdo.tn), calendar deadline 20 Dec (Décision n° 23 art. 13). The window closes at the end of the third day, 15 Mar 2028 local. Preliminary, not final.

Electoral Law art. 148: the ISIE declares the FINAL results by a decision published on its website and in the JORT, within 48 hours of the last appeal judgment or after the appeal period lapses. Appeals (Loi organique n° 2024-45 text): art. 145, to the administrative courts of appeal within 3 days of the posting of the preliminary results, hearing within 3 days, judgment within 5 days of the hearing, notification within 3 days; art. 146, to the Supreme Administrative Court within 3 days of notification, hearing within 3 days, judgment within a week, notification within 2 days, final and not open to cassation. All days are working days (art. 148 ter). Summed: up to 3 days to the preliminary results plus 31 days = 34 days, i.e. 15 Apr 2028, the window's end (end of day, local). Precedent: the 2022 calendar set the deadline 33 days after polling (19 Jan 2023, Décision n° 23 art. 13) and the ISIE declared the final first-round results by Décision n° 3 of 15 Jan 2023, 29 days after polling, after appeals (isie.tn 2022 legislative page). The opening is an ESTIMATED floor: preliminary results plus the 3-day appeal period. THIS IS THE FIRST ROUND'S FINAL RESULT: seats in constituencies going to a second round are only final after that round's own preliminary results, appeals and final decision - in 2022-23 the second round was held 29 Jan 2023 and its final results declared by Décision n° 6 of 25 Feb 2023, 27 days later; on the same statutory maxima, the last seats could be declared in late May 2028. The courts rule before the ISIE's final declaration, so there is no separate court-validation stage. The President appoints the Head of Government and, on the Head's proposal, the other members (Constitution art. 101); the Government is not formed from the Assembly, so there is no government stage.
