    ESTIMATE window: the Act sets no deadline for the count; from the close of polls (16:00 SLST under s. 30 of the Presidential Elections Act, UTC+5:30, = 10:30 UTC) to the end of the day after polling, local time. The Commission released certified postal-vote, polling-division and district result sheets through the night (elections.gov.lk/si/elections/PRE_2024_Results.html). Observed: the Commission's 'All Island Result - Without Preferences' (first-preference count, all 38 candidates; no candidate had more than half the valid votes, so the second-preference count under ss. 57-60 followed) is signed 'Date: 22.09.2024 Time: 5.25 Pm', i.e. 17:25 SLST = 11:55 UTC.

    Presidential Elections Act No. 15 of 1981: with no candidate over half the valid votes, all but the top two are eliminated, the second and third preferences on the eliminated candidates' ballots are counted (ss. 57-60), and the candidate with the majority is declared elected 'forthwith' (s. 61); the name is published in the Gazette (s. 64(2)). Window (as in the 2029 record, from the 2019 precedent of a declaration the day after polling): start of the day after polling to the end of the third day after polling, SLST. Observed: the Commission's 'Final Result' sheet (first preferences plus preferences for the two remaining candidates) is signed by the Chairman and four members 'Date: 22/09/2024 Time: 7.40 Pm', i.e. 19:40 SLST = 14:10 UTC.
