Date (tentative): Code électoral L.155: deputies' mandate is five years and the Assembly's powers expire on the day the newly elected Assembly is installed; LO.156: 'Les élections générales ont lieu entre les soixante (60) jours et les vingt (20) jours qui précèdent la fin du mandat'; L.63: a Sunday. The current Assembly, elected early on 17 Nov 2024 after the dissolution decree n° 2024-1980 of 12 Sep 2024, was installed on Mon 2 Dec 2024 (first session and election of its President; APA news and vie-publique.sn). Reading the mandate as running from installation (as L.155 and Décision n° 2/C/2024 cons. 10-13 treat the legislature), it ends on 2 Dec 2029; the window is 3 Oct to 12 Nov 2029, and the LATEST lawful Sunday is 11 Nov 2029. Open point: if the mandate were counted from the Conseil constitutionnel's proclamation (27 Nov 2024; Décision 2/C/2024 cons. 8 cites the Assembly's rules for the deputy's mandate starting then), the latest Sunday would be 4 Nov 2029. The 2022 vote (31 Jul 2022, 43 days before the 12 Sep 2022 installation) fits the installation reading. Convocation decree at least 90 days before (LO.190). Early-election risk: the President may dissolve the Assembly from 2 Dec 2026 (art. 87: not during the first two years of the legislature; the vote then falls 60 to 90 days after the decree). Constitutional change risk: a revision of the Constitution (loi n° 18/2026, adopted by the National Assembly on 29 Jun 2026, amending among others arts. 29, 30, 31, 34 and 36) was declared contrary to the Constitution by the Conseil constitutionnel on 9 Jul 2026 (Décision n° 6/C/2026); its earlier advisory Décision n° 4/C/2026 of 13 May 2026 concerned the same draft. The 2001 text as amended therefore still governs; a later revision could change these rules. Count: polls 08:00-18:00 (R.59), 18:00 UTC (Senegal is UTC+0, no DST), extendable by local arrêté. Each departmental counting commission publishes its results 'au plus tard le mardi qui suit le scrutin à minuit' (L.88, applied to legislative elections by LO.192). Provisional, not the result.

The Commission nationale de Recensement des Votes proclaims the results and declares the candidates provisionally elected (LO.193), 'au plus tard à minuit le vendredi qui suit le scrutin' (L.89, 2023 edition), i.e. end of Fri 16 Nov 2029. Precedent: 2024, CNRV report of Thu 21 Nov 2024, day 4 after the 17 Nov vote (Décision n° 20/E/2024, visas). The opening is an ESTIMATED floor. Provisional.

Code électoral LO.194: if no challenge is filed with the Conseil constitutionnel 'dans les cinq (05) jours suivant la proclamation provisoire', the Council declares the deputies definitively elected; LO.195-LO.197: a challenge is filed within five days of the CNRV proclamation, the other lists have three clear days to answer, and the Council rules 'dans les cinq (05) jours qui suivent son dépôt', its ruling being the definitive proclamation or the annulment (new vote within 21 days). Latest under the law: CNRV on Fri 16 Nov, a challenge on Wed 21 Nov, a ruling by Mon 26 Nov 2029; the window closes at the end of Wed 28 Nov to err late. The opening is an ESTIMATED floor (earliest plausible CNRV proclamation plus five days). Precedent: 2024, Décision n° 20/E/2024 of Wed 27 Nov 2024 declared the results definitive, day 10 after the vote and six days after the CNRV proclamation, no challenge having been filed (cons. 4-5). The Council's declaration includes its ruling on any challenge, so there is no separate court stage. The new Assembly is then installed and the outgoing Assembly's powers end (L.155).
