    Electoral Act 2014 s. 93(1)(a): polls close at 21h00 on polling day; Namibia keeps UTC+2 all year (Africa/Windhoek), so 19:00 UTC. Voters in the queue at closing still vote (s. 93(3)). Returning officers announce each constituency's count as it is verified (s. 109(1)) and the ECN posts them on its results portal as they arrive. The window closes at the end of day 6, the day the 2024 result was declared (3 Dec 2024, The Namibian, 4 Dec 2024); how far the 2024 portal count had got by each day was not checked. Provisional constituency counts, not the declared result.

    Electoral Act 2014 s. 109(2)-(3): once the Chief Electoral Officer has all constituency results, the Commission determines the winner under Constitution art. 28(2)(b) and the ECN Chairperson announces the totals and declares the candidate duly elected, or declares that no candidate was elected. No statutory deadline. Precedents: 2024, polling 27 Nov (extended to 30 Nov at some stations, polls closing 21h00 on 30 Nov per GG 8555), declared on the evening of Tue 3 Dec 2024 (The Namibian, 4 Dec 2024), day 6 after the first polling day; 2019, polling 27 Nov, the ECN Chair's final-results announcement is dated 30 Nov 2019 (the file name linked from ecn.na/previous-election-results; the file itself returned 404 on 2 Oct 2026), day 3. The window opens at the start of day 2 (ESTIMATED floor) and closes at the end of 4 Jan 2030 (day 14), an ESTIMATED late margin: more than twice the 2024 time, with a polling day this late in December the count runs into the holidays. The formal publication in the Gazette (s. 113) comes later: for 2024 it was signed 19 Dec 2024 and appeared in GG 8555 on 3 Jan 2025.
