    The EC Chairperson is the returning officer for the presidential election (Public Elections Regulations 2020, C.I. 127, reg. 2(1), as shown on judy.legal) and declares the result after collating the regional results (GNA explainer, 8 Dec 2024); an instrument under the Chairperson's hand and the EC's seal is prima facie evidence of the election (Constitution art. 63). No constitutional or statutory deadline for the declaration was found. Precedent 2024 (polling Sat 7 Dec): the EC declared on 9 Dec 2024 (day 2) on 267 of 276 constituencies, and on 10 Jan 2025 published an update from 275 of 276 that left 'the outcome ... unchanged' (EC press release, 10 Jan 2025); the EC's 2024 programme set 7-10 Dec for declaration and 9-11 Dec for the gazette notice. In 2020 the EC announced on 8 Dec that it would 'extend its intended timeline' for the declaration (EC press release, 8 Dec 2020). The window opens at the start of 8 Dec (an ESTIMATED floor) and closes at the end of 14 Dec 2028 (day 7), late on purpose. Members are elected by first past the post in single-member constituencies (EC 'Electoral system' page); each constituency returning officer declares the seat at the constituency collation centre (GNA explainer, 8 Dec 2024), and the EC then gazettes the results (2024 programme: 9-18 Dec). There is no national results page and no separate provisional count. SEATS: 276 constituencies in 2024 (EC press release, 10 Jan 2025: '275 out of 276 constituencies'); the EC can redraw constituencies before 2028, and the July 2026 White Paper discusses a larger Parliament, so the count is provisional.
