Held only if no presidential candidate on 10 Aug 2027 receives more than half of all votes cast and at least 25% of the votes cast in each of more than half of the 47 counties (Constitution art. 138(4)). Then 'a fresh election shall be held within thirty days after the previous election' between the candidate(s) with the most votes and the candidate(s) with the second-most (art. 138(5)-(6)); IEBC gazettes that no one was elected and, within two days, the notice of the fresh election (Elections (General) Regulations reg. 88). The date 9 Sep 2027 is the LATEST the Constitution allows (10 Aug + 30 days), not an IEBC date: IEBC's 2027 timetable (Gazette Notice No. 13497) sets no fresh-election date, and none has been held under the 2010 Constitution. The National Assembly and Senate have no second round.

    Polling hours: Elections (General) Regulations 2012 reg. 66(1): 'voting shall commence at 6 o'clock in the morning and end at 5 o'clock in the afternoon on the polling day'; reg. 66(2): anyone in the queue before 5 p.m. may still vote; reg. 64(3): a presiding officer may extend hours at a station that opened late or was interrupted. 17:00 EAT (UTC+3, no daylight saving) = 14:00 UTC; individual stations can close later. (Regulations reg. 89 applies them to a fresh election.) From the close, polling-station results are transmitted electronically as provisional results (reg. 82) and the forms are published on IEBC's online public portal (Elections Act s.39(1C)(c)).
