Half-Senate — Constitution s.13: the election 'shall be made within one year before the places are to become vacant'; the state senators elected in 2022 leave on 30 Jun 2028, so the writs can issue from 1 Jul 2027 (earliest polling 7 Aug 2027). The law sets no latest polling day; the Parliamentary Library takes 5 weeks for the count and return of the writs before 1 July: polling by 26 May, Saturday 20 May 2028. House and half-Senate have been held together since 1970 (FlagPost), so this file uses 20 May 2028, the latest date for both together. On 20 May 2028 no state is on daylight saving (it ends the first Sunday of April), so the closes are: Norfolk Island polling place (UTC+11) 07:00 UTC; NSW, Vic, Qld, Tas, ACT (AEST, UTC+10) 08:00 UTC; SA, NT (ACST, UTC+9:30) 08:30 UTC; WA (AWST, UTC+8) 10:00 UTC. pollsCloseUtc is the LAST close, WA's 10:00 UTC, the convention of the Russia, Mexico and US models. The 2025 Lingiari tally room lists no ordinary election-day polling place on Christmas Island (UTC+7) or Cocos (Keeling) Islands (UTC+6:30), only mobile teams; if one opens there in 2028 its 6 pm close would be 11:00 or 11:30 UTC. Ordinary votes, and House ordinary votes from pre-poll centres, are counted from 6 pm in each place (AEC 2025 timetable), and the AEC tally room shows first preferences and an indicative two-candidate-preferred count as booths report. The window opens at the first mainland close (08:00 UTC; Norfolk Island's small booth closes an hour earlier) and closes at the end of Sunday 21 May AWST — an ESTIMATE of when the election-night count stops moving, not a published time. Many declaration (postal, absent, early) votes are still to come, so this is never the result.

Electoral Act s.228(5A) and s.266(1)(b): postal votes count if received 'within 13 days after the close of the poll' — Friday 2 June 2028 for a 20 May poll (AEC 2025 timetable: 'Friday 16 May 6:00PM Last day for receipt of declaration votes' for 3 May). The window opens Monday 22 May 08:00 AEST (an estimate) and closes at that statutory deadline, taken at 6 pm AWST. Close seats keep counting after it.

    The official result is each Divisional Returning Officer's public declaration of the elected candidate, then the Electoral Commissioner's return of the writs to the Governor-General (Electoral Act s.284). 'Final' here means all 150 seats declared. Precedent, AEC declaration events 2025: first seats declared Thursday 15 May 2025 (Maranoa, day 12); last Friday 6 June 2025 (Bradfield, after a recount, day 34); writs returned Thursday 12 June 2025 (day 40, AEC 2025 timetable). Day 34 after 20 May 2028 would be 23 June. The window ERRS LATE: it opens at the 13-day declaration-vote deadline (2 Jun; a few safe seats may be declared a day or two earlier) and closes at the latest lawful return of the writs — s.159 allows 100 days after issue, and for a 20 May poll the writs are issued at least 33 days before (by 17 Apr 2028), so 26 Jul 2028 at the latest; end of day taken in AWST. The writs themselves will fix the actual return date.
