Maryland is entirely in Eastern time, so polls close at 8:00 PM EST = 01:00 UTC on 4 Nov. Local boards may process and tally mail-in ballots before election day but may not tabulate them before the polls open or release totals before the polls close (§ 11-302(b)(1), (b)(4)). The window closes at 6:00 AM EST on 4 Nov: an estimate of when the overnight count stops moving, not a published time. It is materially incomplete: mail-in ballots are also counted at post-election canvasses starting 10 AM on 5 Nov (COMAR 33.11.04.03), and a mailed ballot postmarked by election day counts if received by 10 AM on Friday 13 Nov (COMAR 33.11.03.08B(4)). No 2022 data point is used, because mail-in ballots could not be canvassed before election day in 2022.
