National Assembly 2024, national ballot. Votes are from the IEC's 'Results Reports - Detailed Results' for the 2024 NATIONAL ELECTION, Ballot: National Ballot, All Provinces (https://results.elections.org.za/home/NPEPublicReports/1334/National%20Ballot/Results%20Report/National.pdf, Excel version National.xls at the same path), stamped 'Results as at: 21/06/2024 01:51:28 PM': this is the IEC's later published final national-ballot report, so publishedAt is that file's date, not the declaration of 2 Jun 2024 (the final-result stage). The file post-dates the declaration and may include corrections or recounts made after it, so a figure read out on 2 Jun can differ slightly from these; the declared figures were not found in an IEC document and were not used. Seats are the 'Party Total' (Seats Assigned) column of the IEC's Seat Calculation report (https://results.elections.org.za/home/NPEPublicReports/1334/National%20Ballot/Seat%20Calculation/National.pdf), stamped 'Results as at: 06/06/2024 11:56:55 AM': the nine regional columns add up to 200 and the party totals to 400; no seats forfeited. The 400 seats are one proportional allocation on the national (compensatory) ballot; the regional ballot is a second ballot, used only to allocate the 200 regional seats among parties and independent candidates in the nine regions, and the national lists fill each party's remaining seats. Rows: the 18 parties that won seats (they sum to 15,751,186 votes and 400 seats); no other party had more than 1% of valid votes. The other 34 parties on the national ballot had 326,156 votes together (largest: #HOPE4SA 27,216, 0.17%). totalVotes = 'Total Valid Votes' 16,077,342; spoilt votes 213,418; ballots = 'Total Votes Cast' 16,290,760; electorate = 'Registered Population' 27,782,081 (the file includes 58,802 registered abroad, marked '**'); turnout 58.64%. The IEC's 2024 National and Provincial Elections Report gives 16 291 516 voters on 29 May 2024 and a certified roll of 27 782 477 (12 Mar 2024), which differ slightly from the results file; the file's figures are used. Most votes and seats: African National Congress, 6,459,284 votes (40.18%), 159 seats. Party names and abbreviations as the IEC lists them (case adjusted). Licence: Copyright Act 98 of 1978, s.12(8)(a), read 5 Oct 2026 on WIPO Lex (https://www.wipo.int/wipolex/en/legislation/details/4067, text as amended to Act 9 of 2002): 'No copyright shall subsist in official texts of a legislative, administrative or legal nature, or in official translations of such texts, or in speeches of a political nature or in speeches delivered in the course of legal proceedings, or in news of the day that are mere items of press information.' The IEC's results reports are the Commission's official results under Electoral Act s.57, an official text of an administrative nature; per Chris's ruling of 5 Oct 2026 that exclusion overrides the IEC's Copyright Notice and Disclaimer (personal, non-commercial use only). Read from files downloaded 3 Oct 2026; not re-fetched, as the IEC Disclaimer forbids crawling. South Africa Copyright Act 98 of 1978, s.12(8)(a): no copyright subsists in official texts of a legislative, administrative or legal nature; IEC website terms (non-commercial) do not apply to the official results.

FINAL ACT: the Commission's declaration of the result under Electoral Act s.57, at the national Results Operations Centre (Gallagher Convention Centre, Midrand) on Sunday 2 June 2024, day 4 after polling. The IEC's own record is its 2024 National and Provincial Elections Report: 'The Electoral Commission hosted the results announcement on 2 June 2024 at the Gallagher Convention Centre, Midrand' and 'completed the results process within four days (on 2 June 2024)'; 'As at 15h00 on 2 June 2024, the Electoral Commission had considered all Section 55 objections.' The report gives the date but no time of the declaration, so observedAt is the end of 2 June 2024 local (23:59:59 SAST = 21:59:59 UTC), stated as such; the time of the ceremony was not taken from press. No IEC-hosted media release of the declaration was found (elections.org.za news paths returned 403/404 on 3 Oct 2026). EXPECTED: s.57(2): declare 'within seven days after the voting day, but not (a) sooner than 21:00 of the second day after the voting day; or (b) before all objections ... have been dealt with' - for polling Wed 29 May 2024, between 21:00 SAST Fri 31 May (19:00 UTC) and Wed 5 Jun 2024; expectedBy is the end of 5 Jun SAST. The Commission extended the objection deadline to 18:00 on 1 June (IEC report). Polls: 07:00-21:00 SAST (IEC report), UTC+2 with no DST, so 19:00 UTC; stations could stay open for voters already in the queue. The 400 seats are one allocation from the national ballot (200 national PR seats) and the nine regional ballots (200 regional seats), per the IEC Seat Calculation Report. Electoral Court challenges (ATM, ARA, MK) did not suspend the result and no court must confirm it, so there is no court-validation stage. COUNTS: copied into results from the IEC's national-ballot Detailed Results (21 Jun 2024) and Seat Calculation (6 Jun 2024) reports. The IEC's Copyright notice (https://www.elections.org.za/pw/Copyright-Notice, read 3 Oct 2026) and Disclaimer cl. 2.1-2.2 allow personal, non-commercial use only, but the Copyright Act 98 of 1978, s.12(8)(a), says 'No copyright shall subsist in official texts of a legislative, administrative or legal nature', and Chris ruled on 5 Oct 2026 that such an exclusion overrides restrictive site terms. The Government Gazette of 6 June 2024 lists the elected representatives (IEC report p.92); not read, and not expected to carry vote counts.
