The 13 rows add up to 2,789,808, the 'TOTAL VALID VOTES CAST' in the statement. Invalid votes 10,883 (0.39%); 'national turnout' 2,800,691 (valid plus invalid), which the statement says is '83 % of all registered voters'. The statement gives no registered-voter figure, so electorate is left out. Results of 11,712 of 11,832 polling stations (98.98%); 120 were not entered. Licence: ec.gov.sl has no terms-of-use or licence page (/terms-of-use/, /terms-and-conditions/, /copyright/, /disclaimer/ and /terms/ returned 404 on 3 Oct 2026; /privacy-policy/ says nothing on reuse). The site footer reads '© 2025 ECSL.     Polls close at 17:00 local (Public Elections Act 2022 s.50(1); ECSL may allow a later time, and voters in line at the close may still vote, s.50(2)). Sierra Leone keeps GMT (UTC+0) all year, so the close is 17:00 UTC. Ballots are counted at each polling station and tallied at regional tally centres (s.51). Precedent from 2023 (polling Sat 24 Jun): ECSL released partial presidential results with about 60% of votes counted on Mon 26 Jun 2023, and said they 'do not represent the complete outcome' (Al Jazeera, 26 Jun 2023). That was day 2. The window closes at the end of day 3, an ESTIMATE. Partial figures, not the declared result.

    The National Returning Officer, ECSL's Chief Electoral Commissioner (Constitution s.45), tallies the results 'as soon as possible' and declares them (Public Elections Act 2022 s.51(2)). Neither the Act nor the Constitution sets a deadline. Precedents: 2023 declared Tue 27 Jun 2023, day 3 after the 24 Jun vote (ECSL statement dated 27 Jun 2023, https://ec.gov.sl/wp-content/uploads/2023/06/2023-Presidential-election-result.pdf). It covered 11,712 polling stations, 98.98%; it excluded 120 stations as unable to 'materially affect the outcome'. In 2018, under the predecessor body (NEC), the first round of 7 Mar was announced on 13 Mar, day 6 (press reports). The 31 Mar runoff was declared 'four days after the vote' (Africanews, 12 Apr 2018). The window opens at the start of day 2, an ESTIMATED floor. It closes at the end of 24 Oct 2028 (day 12), twice the slowest precedent, because the law sets no deadline. A candidate is elected only with at least 55% of valid votes (Constitution s.42(2)(e)). Otherwise the declaration names the two candidates for the second round (see sierra-leone-general-2028-r2). The winner takes office on the day of the declaration or when the predecessor's term ends, whichever is later (s.42(3); Act s.53). A voter may petition the Supreme Court within 7 days of the declaration (Act s.54(1)), but the Court does not have to confirm the result and has no decision deadline, so there is no court-validation stage.

National totals are Election Index sums of the 16 ECSL district declarations of 1 Jul 2023 (Constitution s.38A, Public Elections Act 2022 s.92), not a figure the Commission publishes: ECSL gives votes and seats per district only, with no national table. Ordinary members were elected by district block proportional representation in 16 districts with an 11.9% district threshold. Votes per party are our sums of the 'Valid Votes Obtained' in each district declaration; seats are our sums of the 'Number of seats won' declared per district, and add up to 135, the race's seats. Seats by district (APC/SLPP): Kailahun 0/10, Kenema 0/12, Kono 3/7, Bombali 8/0, Falaba 2/2, Koinadugu 3/1, Tonkolili 9/1, Kambia 4/2, Karene 4/1, Port Loko 6/4, Bo 0/12, Bonthe 0/5, Moyamba 1/5, Pujehun 0/7, Western Area Rural 5/5, Western Area Urban 9/7; no other party or candidate won a seat. The 14 Paramount Chief Members were elected separately on 20 May 2023 and are not part of this vote or of these seats. In every district the rows add up exactly to the 'Total Valid Votes' of ECSL's per-district Summary of Statement of the Results (s.92(1), dated 1 Jul 2023; SUMMARY-OF-STATEMENT-OF-THE-PARLIAMENTARY-RESULTS-BY-DISTRICT.pdf), and every party and candidate figure is the same in both documents. totalVotes 2,784,692 is the sum of the 16 district valid-vote totals. ballots 2,795,864 is the sum of the declarations' 'total number of votes cast'. Valid plus invalid matches votes cast in 14 districts; in Karene the declaration's 375 invalid votes would give 75,490 against 75,472 cast, but the Summary of Statement gives 357 invalid, which matches; in Port Loko 170,204 valid plus 831 invalid is 171,035 against 171,036 cast in both documents. Each declaration gives a turnout percentage but no registered-voter figure, so electorate is left out. Results of 11,643 of 11,832 polling stations were entered (the sum of the 16 declarations' counts). Party names as the declarations write them; spellings vary between pages ('Sierra Leone People's Party'/'Sierra Leone Peoples Party', 'People's Movement For Democratic Change'/'Peoples Movement For Democratic Change') and are merged. All 10 parties are listed. The 32 independent candidates, each standing in one district (Kenema 2, Kono 7, Bombali 2, Koinadugu 1, Tonkolili 3, Karene 1, Port Loko 3, Bo 4, Moyamba 1, Western Area Rural 2, Western Area Urban 6), are summed into one row; none won a seat and none passed the threshold. Scan defects, with each district identified by its 'District -' heading and table: the Bombali declaration reads 'in XXX district' and 'the number of seats the Sierra Leone Peoples Party won' above a table giving All Peoples Congress 8; the Port Loko page reads 'Karene' (corrected by hand to 'Port Loko'), Bonthe reads 'Bo' (corrected to 'Bonthe'), Western Area Rural reads 'Western Area Urban' (corrected to 'Rural'), and Falaba's text reads 'Fa District' (completed by hand).
