    ESTIMATE. The second round uses the same polling stations and rules as the first (Electoral Code arts. 396, 398), so polls should close at 18:00 local (19:00 UTC). The window copies the first round's: on 17 Oct 2021, DGAPE and the CNE had provisional figures out by 21:00 local on polling night (Euronews PT, 18 Oct 2021). No second-round precedent was checked. The window closes at the end of Monday 30 Nov 2026, local time.

    ESTIMATE. The CNE, sitting as the general counting assembly, proclaims the winner and starts at 08:00 on the day after the vote (Electoral Code art. 395, applied to the second round by art. 396). That sets the floor at 30 Nov, 09:00 UTC. The Code sets no deadline for the proclamation. The window copies the first round's: day 5 in 2021 (first round), day 12 for the May 2026 legislative election. It closes at the end of Friday 11 Dec 2026 local, day 12. The 2001 and 2011 second rounds were not checked. Appeals go to the Constitutional Court (art. 400 read with Lei 56/VII/2010 art. 4).
