    Constitutional Law art. 31(1): voting runs 'с 8 до 20 часов'. Bishkek is on UTC+6 with no DST, so 20:00 is 14:00 UTC. Polling stations abroad close at 20:00 their local time, which is later in UTC. Arts. 37-1(1) and 39(1): the CEC posts polling-station results on its website as soon as they arrive, as 'предварительной информацией, не имеющей юридического значения'. 2021 precedent (early election of 10 Jan 2021): CEC news item 4353 gave preliminary figures at 21:00 local, with 96.44% of automatic ballot boxes reporting. The window's end (noon local the next day) is an estimate. Provisional, not the CEC's result.

    Constitutional Law art. 55(2): the CEC determines the result 'не позднее чем в 20-дневный срок после дня голосования', i.e. by 16 Feb 2027. The window closes at the end of that day, Bishkek time. If the voting results are appealed, the determination is suspended until the court's final ruling, so it can come later. Art. 55(3): a candidate needs more than half of the votes of all voters who took part. Otherwise the CEC calls a runoff (art. 56). Art. 58(2): the result is officially published within 3 calendar days. Precedents: for the 2017 regular election (15 Oct), CEC Resolution No. 526 of 30 Oct 2017 determined the result after 15 days. For the 2021 early election (10 Jan), deadlines were shortened by a quarter under art. 48(2), and the CEC determined the result on 20 Jan 2021, after 10 days (CEC protocol, as reported by the Kyrgyz foreign ministry). The opening (one week after polling) is an ESTIMATED floor. No court has to confirm the result, so there is no court-validation stage.
