    Polling hours: Elections (General) Regulations 2012 reg. 66(1): 'voting shall commence at 6 o'clock in the morning and end at 5 o'clock in the afternoon on the polling day'; reg. 66(2): anyone in the queue before 5 p.m. may still vote; reg. 64(3): a presiding officer may extend hours at a station that opened late or was interrupted. 17:00 EAT (UTC+3, no daylight saving) = 14:00 UTC; individual stations can close later. From the close, presiding officers count at each polling station and transmit the presidential result electronically (Regulations reg. 82: these results 'shall be provisional'); IEBC publishes the polling-station forms on its online public portal (Elections Act s.39(1C)(c)), and livestreamed station results are 'for purposes of public information only' (s.39(1G)). No running national total from IEBC is guaranteed before the declaration. The window's end, the end of 13 Aug EAT (day 3), is an ESTIMATE of when most forms are up; uploads can continue. Scanned forms, not the declared result.

    Constitution art. 138(10): 'Within seven days after the presidential election, the chairperson of the Independent Electoral and Boundaries Commission shall (a) declare the result of the election'; 10 Aug + 7 days = Tue 17 Aug 2027, so the window closes at the end of 17 Aug EAT (UTC+3). The chairperson tallies and verifies at the national tallying centre and may declare before every constituency has reported if the rest cannot change the outcome (Elections Act s.39(2); Regulations reg. 87(3)). Precedent 2022: polling Tue 9 Aug, declaration Mon 15 Aug 2022, 'six days after the General Elections were held' (Supreme Court judgment, P.E.P. E005 of 2022, para 1; IEBC Gazette Notice No. 9773, dated 15 Aug and gazetted 16 Aug 2022). The opening, the start of 12 Aug EAT, is an ESTIMATED floor. If no candidate meets art. 138(4) (more than half of all votes and at least 25% in more than half of the 47 counties), the declaration instead says no one was elected and a fresh election follows (see kenya-presidential-2027-r2). Settle on the chairperson's declaration, not on media tallies of the portal forms.

    Constitution art. 140(1): a petition may be filed in the Supreme Court 'within seven days after the date of the declaration of the results'; art. 140(2): 'Within fourteen days after the filing of a petition ... the Supreme Court shall hear and determine the petition and its decision shall be final'. If no petition is filed, the declaration stands once the seven days lapse: the window opens at the end of that period after the earliest likely declaration (12 Aug, so from the start of 20 Aug EAT). It closes at the constitutional outer limit: a declaration on 17 Aug, a petition on 24 Aug, a decision by the end of Tue 7 Sep 2027 EAT. Precedent 2022: declaration 15 Aug, Supreme Court judgment upholding it delivered 5 Sep 2022 (P.E.P. E005 of 2022, consolidated), 21 days after the declaration, the full statutory span. If the Court finds the election invalid, a fresh election is held within 60 days (art. 140(3)); that would be a separate event, not profiled here. Swearing-in: the first Tuesday after the 14th day from the declaration if no petition, otherwise the first Tuesday after the 7th day from a judgment upholding it (art. 141(2)).
