President: no candidate with an absolute majority of valid votes or a lead of at least 25% of valid votes over the runner-up (Electoral Decree arts. 78-80). The same rule applies per seat to the Senate (arts. 87-97; with three senators per department, up to six candidates go through) and to the Chamber of Deputies (arts. 99-101).
