Held only if no presidential candidate wins more than half of the validly cast votes on 6 Dec 2026 (electoral law art. 101). The two candidates with the most votes go through (art. 110). The CNE calls the second round, to be held within 21 days of publishing the first-round result (art. 111). No date has been set. 3 Jan 2027 is a placeholder Sunday: if the first round is published around 13 Dec, 21 days later is 3 Jan. In 2019 the second round came 32 days after the first-round result, so the 21-day rule has not bound in practice. The Assembly has no second round.

Guinea-Bisáu: ¿se pueden publicar encuestas antes de las elecciones?

Hasta el vie, 11 dic, sí. La ley prohíbe publicar encuestas en los últimos 22 días: desde el sáb, 12 dic, 0:00 hasta el cierre de los colegios, a las 17:00 (17:00 UTC) del dom, 3 ene (Lei 10/2013, art. 33.º). The general rules apply to the second round (art. 109), including 07:00–17:00 voting (art. 69) and the national count 7 to 10 days after the close (art. 94). 2019 runoff: vote 29 Dec 2019, CNE provisional result 1 Jan 2020, day 3 (VOA, 1 Jan 2020; CNE PDF 'Resultados provisórios de 2ª volta'). The window runs from day 2 to the end of day 10. Shift it if the real date differs.

Appeals go to the Supreme Court of Justice plenary within 48 h, replies within 48 h, and a decision within 48 h more (arts. 142–147). 2019 runoff: the CNE called its result 'definitive' on Fri 17 Jan 2020, day 19 (RTP). The Supreme Court then ordered the national count operations redone, and the CNE reconfirmed the result on 25 Feb 2020, day 58 (Observador, 25 Feb 2020). The window closes at day 25. A contested count could run far past it, as in 2020.
