The states certify first: each governor issues a certificate of ascertainment of the appointment of electors "not later than the date that is 6 days before the time fixed for the meeting of the electors" (3 U.S.C. § 5(a)(1), Electoral Count Reform Act of 2022), i.e. by 11 Dec 2024, and the electors voted in each state on 17 Dec 2024 (3 U.S.C. § 7).
