Government. Days from election day to the Real Decreto appointing the President of the Government (BOE): 2011 (20 Nov) to RD 1822/2011 of 20 Dec (30); Nov 2019 (10 Nov) to RD 1/2020 of 7 Jan 2020 (58); 2023 (23 Jul) to RD 828/2023 of 16 Nov (116); 2016 (26 Jun) to RD 414/2016 of 30 Oct (126). The 2015 and April 2019 elections produced no investiture and ended in repeat elections under art. 99.5 (from Wikipedia, not checked against BOE). A government market needs a deadline beyond the longest precedent and should allow for a repeat election. Precedents: 30 and 58 and 116 and 126 days from polling day.

LOREG art. 84.1: voting runs 'a las nueve horas ... hasta las veinte horas', local time. On 29 Nov 2026 Spain is on winter time: the peninsula, Balearics, Ceuta and Melilla on CET (UTC+1), closing 19:00 UTC; the Canary Islands on WET (UTC+0), closing last at 20:00 UTC (21:00 CET) - pollsCloseUtc is that last close, as in earlier records. The Government's provisional count comes from copies of each polling station's tally (art. 98.2, 'a los solos efectos de facilitar la información provisional'). 2023 precedent: the Ministry of the Interior's results site (resultados.generales23j.es) and app began releasing provisional Congress results 'desde las 21 horas, tras el cierre de los colegios electorales en Canarias' (La Moncloa/Interior press note, 20 Jul 2023), with the ministers' results briefing planned for about 22:30; the same rule puts the first release at 21:00 CET (20:00 UTC) on 29 Nov. The window's end (06:00 CET Monday 30 Nov) is an ESTIMATE: the 2023 time of 100% counted was not verified. Provisional only; it excludes the votes of electors resident abroad (CERA), which are counted at the general scrutiny (art. 75).

LOREG art. 103.1 (as amended by LO 12/2022): the general scrutiny by each Provincial Electoral Board 'se realiza el quinto día siguiente al de la votación' (Fri 4 Dec 2026), starting at 10:00 CET (art. 104.2; CERA votes are counted first that morning, art. 75); art. 107.2: it must end 'no más tarde del octavo día posterior' (Mon 7 Dec; 6 and 8 Dec are national holidays, but electoral deadlines run in calendar days). After one day for claims, one for the board's decision and a possible appeal to the Junta Electoral Central, the boards proclaim the elected members (art. 108.2-4) - an estimated mid-December. Art. 108.6: the Junta Electoral Central publishes the general and per-constituency results in the BOE 'en el periodo de cuarenta días' - by Fri 8 Jan 2027, across the Christmas and Epiphany holidays. Precedent 2023: JEC Resolution of 30 Aug 2023 publishing the results of both chambers appeared in BOE no. 209 of 1 Sep 2023 (BOE-A-2023-18907), day 40 exactly, with a correction on 14 Sep 2023 (BOE-A-2023-19537). The opening is an ESTIMATED floor (the first board scrutinies); the window closes at the end of Mon 11 Jan 2027 CET, one BOE working day past the statutory day 40 plus a weekend. Proclamations can be challenged before the Supreme Court within 3 days (art. 112), judgment by day 37 (art. 114.1), then amparo before the Constitutional Court (3 + 15 days); 2023 had such a case for Madrid (STC 95/2023 of 12 Sep 2023). Court confirmation is not required, so there is no court-validation stage.
  3. Government formed

    announced
Constitution art. 68.6: the elected Congress must be convened within 25 days of the election (by Thu 24 Dec 2026); the convocation decree fixes the day (2023: Real Decreto 400/2023 art. 5 set the constitutive sessions for 17 Aug 2023, day 25). The 2026 decree was not yet in the BOE when checked, so no opening time is set here. Art. 99: after consultations the King proposes a candidate, who needs an absolute majority of the Congress, or a simple majority 48 hours later; if no candidate is invested within two months of the first vote, both chambers are dissolved and new elections held (art. 99.5). The Senate plays no part in the investiture.
