    Polling day DERIVED, not decreed: Sun 23 May 2027 is the fourth Sunday of May (LOREG art. 42.3), four years after 28 May 2023; the call decree would be issued on the 55th day before (Mon 29 Mar 2027) and published the next day. LOREG art. 84.1: voting 'a las nueve horas ... hasta las veinte horas'; 20:00 CEST = 18:00 UTC. The provisional count is compiled from copies of each polling station's tally (art. 98.2, for provisional information only). The Assembly is elected on the date of the local elections nationwide (Statute art. 8.3), called by Royal Decree; no early-election mechanism applies. 2023 precedent: the Ministry of the Interior's local-elections results site (resultados.locales2023.es) and app covered the Assembly of Ceuta, releasing provisional results 'desde las 21 horas, tras el cierre de los colegios electorales en las Islas Canarias' (La Moncloa note, 26 May 2023); the window opens at the local close (20:00 CEST) as a floor. The window's end (06:00 CEST Monday) is an ESTIMATE: the 2023 time of 100% counted was not verified.     Proclamation of the 25 elected members by the Junta Electoral de Zona de Ceuta, which acts as the provincial board (LOREG art. 8.4), after the general scrutiny: it starts at 10:00 on the fifth day after the vote (arts. 103.1, 104.2: Fri 28 May 2027) and must end by the eighth (art. 107.2: Mon 31 May); then claims, any appeal to the Junta Electoral Central and proclamation (art. 108.2-4). The window closes at the end of Fri 11 Jun 2027 CEST, the eve of the 20th day by which the outgoing President must convene the new Assembly (Statute art. 8.4) and on which municipal corporations constitute (LOREG art. 195.1), since members must be proclaimed first. ESTIMATE, because the 2023 proclamation date was not found (the JEC's summary of the proclamation acts appeared only in BOE no. 261 of 1 Nov 2023).
