Government. Days from polling day to the appointment of a new cabinet when government changed: 2005 (12 Sep → 17 Oct, 35), 2013 (9 Sep → 16 Oct, 37), 2021 (13 Sep → 14 Oct, 31). Dates from the English Wikipedia cabinet articles, not yet checked against regjeringen.no (blocked by a bot check from here). earliestUtc is the conventional floor (new Storting convenes 1 Oct 2029), not a legal one. A government market needs a deadline beyond the longest precedent and must allow for 'no change of government'. Not before . Precedents: 31 and 35 and 37 days from polling day.

Valgloven §9-1(6): polling stations close 'senest klokken 21' (21:00 CEST = 19:00 UTC); §21-8: no results or polling-day forecasts may be published before 21:00. Advance votes may be counted from the day before polling day (§10-8(4): 'kan tidligst starte dagen før valgdagen'), so most advance votes are in when polls close. The preliminary count (første opptelling, manual) then fills valgresultat.no overnight. ESTIMATE: no archived timing of the 2025 overnight count could be read (Wayback blocked from here); the window closes at 08:00 CEST Tuesday. Preliminary only.

valg.no 'Stortingsval': ballots are counted three times, twice by the municipality (polling station, then centrally, optionally by machine) and once by the county (distriktsvalgstyret, control). Envelope votes received by 17:00 the day after polling day still count (Valgloven §10-2(1)f), so the second count cannot finish before Tuesday evening. The second and control counts replace the preliminary figures on the same valgresultat.no record (2025: api/2025/st carries forste, andre, kontroll and oppgjor statuses). ESTIMATE: window closes when the 2025 precedent's levelling-seat calculation appeared (day 7).

    precedent
The 19 district boards declare the district seats and Valgdirektoratet calculates the 19 levelling seats and announces them 'så raskt som mulig' (Valgloven §§11-8 to 11-12); district boards then issue credentials to the Storting. The election is final only when the newly elected Storting rules it valid (Grunnloven §64, Valgloven §15-1); the Storting meets on the first weekday of October (Grunnloven §68: Monday 1 Oct 2029). Precedent: 2025 (polling day 8 Sep) — Valgdirektoratet's levelling-seat report 'utjevningsmandater-2025.pdf' was generated 15 Sep 2025 16:35 CEST (day 7); the Storting approved all credentials unanimously on Thu 9 Oct 2025 at 13:19 CEST (day 31; Innst. 1 S (2025–2026), referat 9 Oct 2025). 2021 (polling day 13 Sep): approved Fri 8 Oct 2021 (day 25; Innst. 1 S (2021–2022), referat 8 Oct 2021). Window opens at day 7 (12:00 CEST) and closes at the end of Friday 26 Oct 2029 CEST, two weeks past the expected credentials vote, because with a 24 Sep polling day the Storting would convene only 7 days later. If the King in Council picks an earlier Monday (2021 and 2025 used the second Monday, 13 and 8 Sep: that would be 10 Sep 2029), the levelling seats will come about two weeks earlier but the credentials vote should still fall in October. Lists may appeal the Storting's validity decision to the Supreme Court (Grunnloven §64 second paragraph); that is optional, so there is no court-validation stage.
  4. Government formed
    → —
    precedent
Negative parliamentarism: there is no investiture vote; the King appoints the government (Grunnloven §12) and a government must resign after a vote of no confidence (§15). By convention a defeated government resigns once the new Storting has met (first weekday of October, Grunnloven §68: 1 Oct 2029); this is practice, not a statutory floor. Precedent for a change of government: 2005 cabinet appointed 17 Oct (day 35), 2013 on 16 Oct (day 37), 2021 on 14 Oct (day 31). When the sitting government continues (2009, 2017, 2025) no appointment takes place.
