    Constituency winners are proclaimed by each prefectural election commission once its election meeting has determined them (art. 101-3). The national PR winners are fixed at the PR election meeting, held on the day the returning officer has all prefectural reports or the next day (art. 81(1),(2),(4)), reported to the Central Election Management Council, which notifies and proclaims them (art. 101-2-2); election takes effect from the proclamation (art. 102). Precedent: 2022 (10 Jul vote) and 2025 (20 Jul vote) the Council received the PR result and decided the proclamation on the Friday after polling day, day 5: 15 Jul 2022 and 25 Jul 2025, with certificates handed over at 13:00 JST (MIC press releases 01gyosei15_02000329 and 01gyosei15_02000457); in 2025 the Council had fixed the election meeting for 25 Jul 10:00 JST already on 4 Jul (01gyosei15_02000452), and MIC's 結果調 was dated 'R7.7.25発表'.
