Tyrol, Austria, regional election 2027

Tiroler Landesordnung 1989 (RIS, version of 30 Sep 2026) art. 18(1): "Die Abgeordneten werden auf fünf Jahre gewählt. Die Gesetzgebungsperiode beginnt mit dem Tag, an dem der Landtag zur ersten Sitzung zusammentritt"; art. 18(2): the Landesregierung must call the election "so rechtzeitig ..., dass der neue Landtag frühestens fünf Wochen vor, spätestens jedoch fünf Wochen nach dem Ablauf des fünften Jahres der Gesetzgebungsperiode zur ersten Sitzung zusammentreten kann"; art. 19(1): the new Landtag meets "spätestens am 35. Tag nach dem Wahltag". The XVIII period began with the constituent sitting on 25 Oct 2022 (Land Tirol, Die konstituierende Sitzung; tirol.ORF.at 25 Oct 2022), so the fifth year ends on 24 Oct 2027 and the new Landtag must be able to meet between 19 Sep and 28 Nov 2027. TLWO 2017 § 6(1): the Landesregierung calls the election by notice in the Landesgesetzblatt "auf einen Sonntag". Hence polling day is a Sunday from 15 Aug 2027 (35 days before the earliest sitting) to 21 Nov 2027, the last Sunday before the 28 Nov sitting deadline. 21 Nov 2027 is the OUTER LEGAL BOUND, not an announced or expected date: no Wahlausschreibung has been published (tentative). It leaves at most seven days for the count, the Landeswahlbehörde's procedure and the first sitting; in 2022 the final result took 17 days and the sitting came on day 30, so an earlier Sunday is more likely. Landtag President Jakob Wolf said "Gewählt wird im Herbst 2027" (Tiroler Tageszeitung, 12 Jul 2026). The Landtag can dissolve itself early, as it did before the 2022 election, which was called on 27 Jun 2022 for 25 Sep 2022 (Land Tirol press release). Polls: TLWO § 38(1): each municipal electoral board sets the voting hours; the law sets no latest hour. 2022 precedent: the first polling station opened at 06:00 (Pfunds), most closed between 14:00 and 15:00, "Die letzten der insgesamt 789 Wahllokale schließen schließlich um 17 Uhr" (Land Tirol, 2022). 17:00 CET on 21 Nov 2027 = 16:00 UTC (summer time ended 31 Oct 2027); if the election falls in summer time, 17:00 CEST = 15:00 UTC. Count: municipalities count on polling day, including postal ballots (TLWO § 48(1): postal ballots reach the municipality by the second day before polling, or are handed in during voting hours) and report "auf die schnellste Art, möglichst im Weg der elektronischen Wahlanwendung des Landes" to the constituency returning officer, who forwards the reports to the state returning officer (§ 62(2)). 2022 precedent: the "von der Landeswahlbehörde auf ihrer Webseite bekannt gegebene vorläufige Endergebnis" already included postal votes and was reported on election evening (Vienna.at, 25 Sep 2022 19:58). The window closes at the end of polling day (CET). Provisional, not the official result.

The constituency boards run the first allocation (TLWO §§ 64-67); the Landeswahlbehörde runs the second allocation of remaining seats (§ 68), assigns the 36 seats once candidates elected twice have declared within three days (§ 69(1)-(2)), and the state returning officer publishes the results in the Bote für Tirol (§ 69(4)). Parties may request a review within five days of publication (§ 70). The law sets no deadline for publication other than the first-sitting deadline (Landesordnung art. 18(2), 19(1)). 2022 precedent: Landeswahlbehörde sessions on 3 Oct (final vote result, second allocation) and 12 Oct 2022 (final seat assignment), publication "Kundgemacht am 12. Oktober 2022" (Bote für Tirol 41a/2022), day 17 after the 25 Sep vote. The opening, Wednesday 24 Nov 2027 08:00 CET (day 3, after the three-day declaration period), is an ESTIMATED floor; the window closes at the end of Sunday 12 Dec 2027, CET, day 21, four days past precedent. If polling really falls on the outer bound of 21 Nov, the Landtag must meet by 28 Nov, which would compress this timetable; the window errs late. An election can be challenged at the Verfassungsgerichtshof (TLWO § 75 provides for a repeat after its ruling); the result does not wait for it, so there is no court-validation stage.
