    Date (tentative): Constitution art. 33: 'il est procédé à un second tour de scrutin le deuxième dimanche qui suit la décision du Conseil constitutionnel'. The date therefore depends on when the Council proclaims the first-round result. For a 25 Feb 2029 first round the latest lawful decision is Sun 11 Mar 2029 (see the first-round file), and the second Sunday after it is 25 Mar 2029, the LATEST lawful date used here. With the 2019 pace (decision on day 9, Tue 6 Mar 2029) it would be 18 Mar 2029; with the 2024 pace (day 5, Fri 2 Mar) 11 Mar 2029. The convocation decree is published at least 8 days before a second round (LO.137); the Council publishes the two candidates after any withdrawals (L.128, 2023 edition). Constitutional change risk: a revision of the Constitution (loi n° 18/2026, adopted by the National Assembly on 29 Jun 2026, amending among others arts. 29, 30, 31, 34 and 36) was declared contrary to the Constitution by the Conseil constitutionnel on 9 Jul 2026 (Décision n° 6/C/2026); its earlier advisory Décision n° 4/C/2026 of 13 May 2026 concerned the same draft. The 2001 text as amended therefore still governs; a later revision could change these rules. Code électoral R.59: polls open at 08:00 and close at 18:00 the same day (governors, prefects or sub-prefects may delay the closing by arrêté); Senegal is UTC+0 with no DST, so 18:00 UTC. Results are proclaimed and posted in each polling station (LO.140). Each departmental counting commission publishes its department's results 'au plus tard le mardi qui suit le scrutin à minuit' (L.88, 2023 edition), i.e. end of 2029-03-27.     The Commission nationale de Recensement des Votes (CNRV), chaired by the First President of the Dakar Court of Appeal (LO.142), makes the national provisional proclamation: 'La proclamation provisoire des résultats intervient au plus tard à minuit le vendredi qui suit le scrutin' (L.89, 2023 edition; cross-referenced as L.86 in LO.143), i.e. end of 2029-03-30. Precedent: 2024 provisional results proclaimed Wed 27 Mar 2024, day 3 after the 24 Mar vote (Décision n° 7/E/2024, cons. 1); 2019 Thu 28 Feb 2019, day 4 (press). The opening is an ESTIMATED floor. Provisional: candidates may still challenge it before the Conseil constitutionnel.

    Constitution art. 35: a candidate may challenge the conduct of the election before the Conseil constitutionnel 'dans les soixante douze heures qui suivent la proclamation provisoire'; if no challenge is filed 'le Conseil proclame immédiatement les résultats définitifs'; otherwise it rules 'dans les cinq jours francs du dépôt', its decision being the definitive proclamation or the annulment (a new ballot within 21 clear days). Latest under the law: CNRV at Friday midnight, a challenge filed at the end of the 72 hours, a ruling five clear days later, i.e. by Sun 8 Apr 2029 (Fri 30 Mar 23:59 + 72 h = Mon 2 Apr; five clear days 3-7 Apr); the window closes one day later to err late. The opening is an ESTIMATED floor (earliest plausible provisional proclamation plus 72 hours). Precedent: 2024, Décision n° 7/E/2024 proclaimed the definitive result on Fri 29 Mar 2024, day 5, with no challenge and the challenge period shortened by the compressed 2024 calendar (cons. 3); 2019, the Council proclaimed on Tue 5 Mar 2019, day 9 after the 24 Feb vote (press: koaci.com, 6 Mar 2019). The Council's proclamation includes its ruling on any challenge, so there is no separate court stage. The outgoing President's term expires on 2 Apr 2029; he remains in office until his successor is installed (art. 36).
