The second election takes place on the last Sunday of June of the same year (25 Jun 2028: the Sundays of June 2028 are 4, 11, 18 and 25), between the two tickets with the most votes; the one with the most valid votes wins (Constitution art. 209.1). The JCE dictates its proclama within three days of the first-round result (JCE 2028 calendar: 3 Jun 2028). The Senate, Chamber of Deputies and PARLACEN have no second round.

    Ley 20-23 art. 236: voting from 07:00 to 17:00 'como plazo máximo', unless the JCE extends it (art. 249: voters in line at 17:00 still vote). The Dominican Republic is on AST (UTC-4) all year, so 17:00 local is 21:00 UTC. The juntas electorales issue partial bulletins as the provisional relation is built (art. 274) and send them to the JCE's central computer. 2024 precedent: the JCE announced its first bulletin for 20:30 local on election night, once 20% of the polling stations were counted (Diario Financiero, 16 May 2024, quoting JCE president Román Jáquez). The window closes at the end of 27 Jun 2028 local, when the definitive count of the juntas is due ('no mayor de dos (2) días', art. 274 párr. IV; JCE calendar: 'Término del Cómputo Electoral'); that end is an ESTIMATE. These bulletins are provisional, not the JCE's declaration of the result.

    The JCE formulates the general relation of the result 'Dentro de los treinta (30) días siguientes a la fecha de la elección' (Ley 20-23 art. 292); its 2028 calendar sets 25 Jul 2028 as that deadline for the second presidential election. The window closes at the end of 25 Jul 2028 local (UTC-4); art. 292 lets the relation come later 'a la mayor brevedad posible', so this end is the legal target, not an absolute bound. The opening is an ESTIMATED floor: the definitive count is due within two days (art. 274 párr. IV; calendar: 27 Jun), followed by the TSE challenge and appeal deadlines (calendar: 28 Jun-5 Jul 2028, Ley 39-25 arts. 25, 29, 31), which are decided before the JCE's declaration, so there is no separate court stage. No precedent under the current law: the last presidential second round was on 30 Jun 1996. For the first round of 2024 the JCE declared the winner on day 5-6 (Resolución 41-2024; El Día, 25 May 2024). The JCE issues the certificates (art. 300); the National Assembly proclaims the President and Vice President (art. 302); the term begins on 16 Aug 2028 (Constitution art. 274).
