The Secretary of State tabulates the returns and submits a certified copy to the Governor "Within 20 days after an election" (21-A M.R.S. § 722) — by Monday 23 Nov 2026. Governor is decided by plurality (§ 723(2)): ranked-choice voting in general elections covers only U.S. Senator, U.S. Representative and presidential electors (§ 1(27-C)(B), (D)), and the SoS says RCV is used in general elections "for federal offices only". The formal declaration is by the Legislature: the Secretary of State "shall, on the first Wednesday after the first Tuesday of January then next, lay the lists ... before the Senate and House of Representatives", who "shall determine the number of votes duly cast for the office of Governor, and in case of a choice by plurality ... declare and publish the same"; a tie between the top two is decided by the two houses in joint session (Constitution of Maine, Art. V, Pt. 1, § 3). That is Wednesday 6 Jan 2027, so the window closes at the end of that day, Eastern time. The window opens on 13 Nov 2026 (estimate). The date the 2022 tabulation was submitted to the Governor could not be confirmed on the SoS site. Recount requests are due within 5 business days after the election (by Tue 10 Nov 2026); no deposit when the margin is 1% or less or not more than 1,000 votes, whichever is less (§ 737-A, (1-A)).
