- Final result→precedentPolls: the electoral law (Loi n° 9-2001 art. 80) sets 07:00-18:00; the AU mission's report on the 2017 elections read the amended art. 80 as closing at 17:00, but on 10 Jul 2022 polls closed at 18:00 local, 17:00 UTC, as announced by the CNEI (Anadolu, 11 Jul 2022). Congo is UTC+1 with no DST. Members of the security forces vote a few days earlier (4 Jul 2022 for the 10 Jul first round). There is no national election-night count: each polling station posts its own result (art. 99), local commissions compile, the CNEI centralises and sends the results to the minister in charge of elections (art. 101), who proclaims them constituency by constituency (art. 103, as amended by Loi n° 19-2017), 'sous réserve du contentieux électoral'. That proclamation is the only official national result; the law sets no deadline for it (AU observation mission report on the 2017 elections: 'Les délais de ces opérations ne sont pas précisés par les textes'). Precedent: 2022, vote Sunday 10 Jul, the minister read out the results for all 151 constituencies from after 02:00 on 15 Jul 2022, day 5 (Jeune Afrique, 18 Jul 2022; the Constitutional Court's decisions in JO 31-2022 give 15 Jul 2022 as the proclamation date); 2017, vote 16 Jul, results proclaimed 21 Jul 2017, day 5 (AU mission report). The opening (start of Tuesday 13 Jul, local) is an ESTIMATED floor; the window closes at the end of Tuesday 20 Jul 2027 local, day 9, four days past both precedents. The proclamation declares the candidates elected outright (absolute majority of votes cast, electoral law art. 66) and the constituencies going to a second round. Challenges go to the Constitutional Court within 15 days of the proclamation (Loi organique n° 28-2018 art. 59); the Court rules only on challenged seats, so there is no court-validation stage. 2022: after a three-day public hearing the Court rejected 30 annulment petitions on Sunday 14 Aug 2022 (Anadolu, 15 Aug 2022). Mandates begin on the second Tuesday after the election (Constitution art. 115); in 2022 the new Assembly met on 16 Aug. No government stage: the President appoints the Prime Minister and the Government is not formed from this vote by any statutory step. DATE WORKING (tentative, no convocation decree yet): Constitution art. 129: 'La durée du mandat des députés est de cinq (5) ans'; art. 115: mandates 'commencent le deuxième mardi suivant leur élection' and 'Les élections ont lieu vingt (20) jours au moins, et cinquante (50) jours au plus, avant l'expiration du mandat des députés'. The current (15th) legislature's inaugural session was on Tuesday 16 Aug 2022 (Les Dépêches de Brazzaville, 17 Aug 2022), the second Tuesday after the minister's 2 Aug 2022 proclamation of the second round, so the mandate runs to 16 Aug 2027 and polling must fall between 27 Jun and 27 Jul 2027 (Electoral law art. 79: 'Le scrutin a lieu un dimanche'). As for other two-round records, we take the latest pair of Sundays that keeps both rounds inside that window with the shortest recent gap between rounds (14 days in 2017: 16 and 30 Jul): first round Sunday 11 Jul 2027, second round Sunday 25 Jul 2027. In practice the window has been applied to the first round only: in 2022 the rounds were 10 and 31 Jul (21 days apart, Décret n° 2022-398). A 2022-style calendar (first round 4 or 11 Jul, second round three weeks later) is therefore equally possible. Snap-election risk: the President may dissolve the Assembly (arts. 162, 165), but art. 165 bars any dissolution 'au cours de la dernière année de la législature', which began in Aug 2026; art. 109 lets the Constitutional Court prolong deputies' mandates, on the President's referral, if 'circonstances exceptionnellement graves' prevent normal elections. Preparatory work started on 4 Sep 2026 under the Directorate-General of Electoral Affairs (allAfrica, 5 Sep 2026); no calendar had been published by 25 Sep 2026.
