Not a court in the first instance: the Chamber alone rules on the validity of the elections (loi électorale art. 118) and 'se réunit en séance publique de plein droit le troisième mardi suivant la date des élections pour vérifier les pouvoirs de ses membres' (Constitution art. 67(1)): Tuesday 24 Oct 2028 (third Tuesday after Sunday 8 Oct: 10, 17, 24 Oct). Precedent: on 24 Oct 2023 the plenary opened at 14:30 and the credentials committee met at 14:45; 46 deputies were sworn in the same day after verification, the 14 elected members of the outgoing government having their credentials verified in committee and taking the oath later (chd.lu/en/premiere_seance_2023_2028). The opening time (14:00 CEST) is an estimate from that precedent; the window closes at the end of Friday 27 Oct 2028, CEST, to allow for verification spread over several sittings. Art. 67(3) opens an appeal to the Constitutional Court 'contre ces décisions'; whether it covers credential verification under art. 67(1) as well as loss of mandate under 67(2) is not settled here, and no such appeal is modelled.
