Held two weeks after round 1 (8 Oct 2028) only in single-member districts where no candidate won the most votes and at least 1/5 of the district's registered voters; the two candidates with the most votes stand (all tied leaders if more than two tie). Where no more than two candidates stood and neither was elected, a repeat election is held instead (Electoral Code art. 167(2)). The VRK announces the runoff date together with the round-1 results. Seats = districts still open after round 1, at most 71 (2024: 63).
