'Против всех' (against all): 230,446 (2.51%), not a row. totalVotes 9,173,933 = the seven parties plus 'against all', summed by us; it is the base of the CEC's percentages (e.g. Әділет 71.17%). ballots = participants in the vote, 9,351,539 (74.08% of the 12,623,289 on the lists, electorate); the difference of 177,606 is presumably invalid ballots, not stated in the notice. The notice also gives 20 regional blocks, whose sums equal the national lines (checked by us).",
